I found out what have been plaguing my Indian Borage which has not been doing so well (yellowing leaves, blackening stalks).

Tiny bugs in the soil .

Little pests that fly and look like tiny irritants.

I used the neem water on them. Hope it works. Perhaps, I am the first person who kills Indian Borage (an easy herb to grow, apparently, according to gardening sites).

EDIT: Put it in quarantine.
